MINUTES OF BOARD MEETING OF FEBRUARY 25, 2009
Presentation of Board of Education Budget
Present: Chairman DeSousa, Board Members Bowsza, Kubick, Little,
Mannette; First Selectman Menard; and Town Treasurer Kathy Cabral.
Absent: Members Floyd and Pippin
Chairman DeSousa explained that she had heard that more funds could be cut from the state's 2008-2009 budget. She said town finances can change from one day to the next.
Ms. DeSousa said that East Windsor may not get the revenues it has been expecting.
Superintendent Howes presented the Board of Education's proposed budget for 2009-2010.
He handed out a PowerPoint presentation to more than 50 people in the audience.
As the Board of Finance had requested, Mr. Howes presented a budget with a 0% increase. He specified that everything the Board does is for the children. He explained the District's strategic focus and talked about the increase in test results. East Windsor's per pupil expenditure runs 135th within the state. Mr. Howes presented a list of cuts that had to be made to get to a 0% increase, including 10 teachers.
Mr. Mannette and Mr. Little expressed their appreciation for the work that Mr. Howes and the Board of Education put into bringing in a status quo budget.
Mr. Bowsa expressed disappointment that the teachers would not take a salary freeze for next year.
Ms. DeSousa added that she wished the teachers would consider taking a salary freeze, but at the same she does not begrudge them for not agreeing to it. She said that she would not want to give up her raise.
